The New York Rangers will have to figure out who to prioritize in July, as teams will be eager to improve their roster. One of the ways would be to offer-sheet two Rangers players who are RFAs at the end of the season.

The New York Rangers have begun to slowly overturn the roster which started when GM Chris Drury sent captain Jacob Trouba at the beginning of the year.
He'd follow that move by sending Kaapo Kakko to Seattle, where he now thrives as a top-six forward.
After this disappointing season, the turnover should continue as Peter Baugh of The Athletic feels the team will have to move more players out in order to improve the lineup.
While topics of trading Mika Zibanejad, Chris Kreider, and Artemi Panarin are popping up more often they might have to change routes if it comes to the scenario of offer-sheets for Will Cuylle, and K'Andre Miller.
Given how well the St. Louis Blues situation turned out with the Oilers Dylan Holloway and Philip Broberg, the stigma of offer sheets may be dead and buried.
Teams might be more aggressive this summer with offer sheets to restricted free agents given the rising cap, a relatively thin unrestricted free-agent market and the success the St. Louis Blues have had with Dylan Holloway and Philip Broberg. Considering the Rangers' lack of cap flexibility... I wonder if clubs could target players such as (Will) Cuylle or (K'Andre) Miller with offer sheets, just like St. Louis targeted Edmonton last summer.

Cuylle is a future top-six forward who can play on both sides of the puck and has excelled this season, scoring 17 goals in 67 games with a +10.
The Athletic's Peter Baugh thinks a team like the Chicago Blackhawks could utilize their cap space to add Cuylle to their lineup
"What if the Blackhawks offered Cuylle a $4.5 million deal?" asks Baugh. "If the Rangers didn't match, it would net them only a second-round pick in exchange for one of their better forwards this season. If they did match, their cap flexibility would be even more limited."

If the Rangers wish to keep either or both RFA's the priority to get a deal done is well before July 1st.
The Blackhawks' rebuild is still ongoing and could find a spot for both Miller and Cuylle.
However, we don't know how deep GM Kyle Davidson will reach into his pockets for players like Cuylle.
