Major changes revealed about a controversial penalty at GM Meetings

Just prior to the playoffs, the NHL general managers get together in Florida to discuss different ideas and potential changes to the league as they have reviewed what has worked and what has not.
Over the past few days, the general managers have got together and have decided to look at a major change to a controversial penalty that has drove many fans crazy along with head coaches and players.
The proposal states that the puck over the glass delay of game penalty along with high sticking penalties can now be viewed as a coaches challenge.

There are many instances where the puck had gone over the glass due to hitting a fellow players stick which should negate the penalty.
The proposal also mentions that if you lose your challenge, you will have the original penalty assessed and an additional penalty for delay of game which will now create a five on three situation.
This change will make the video reviewing job more important as teams make assessments on whether to challenge these infractions are not.
As the meetings continue, there will be a vote in the very near future on whether to make this change.
